User functionalities are moved to one page, tabs are absent

We verified all the plugins, Plugins are not causing the problem.

Did anyone having idea. Any settings need to change to get details like tab showing on second image

if you already tried disabling all third part apps (https://confluence.atlassian.com/upm/disabling-and-enabling-apps-273875716.html), my suggestion is to check if there are javascripts defined in your DEV env. To do that :

• Confluence administration ->General Configuration -> Custom HTML

Just tried by deleting custom html and pasted custom html from prod instance, but I didn't see any changes still same

I have tried disabling and enable all plugins which are mentioned in above link.

But I didn't get expected result . Even I deleted custom html but it won't works
