Is Atlassian Confluence suitable to be used as a sort of LMS, so we can distribute training material and control training progress using Confluence?

There is the izi - LMS for Confluence add-on using which you can create training courses and quizzes/tests in Confluence.
Quizzes can be used for assessing job applicants and checking the knowledge of employees. Courses are great for employee and customer education.
With this add-on you can basically make an LMS from your Confluence.

I think Cobnfluence would be great for managing your courses content. When it comes to questionnaires and other functionality, you may want to have a look at Gilly (Training and Assessment Plugin).

Indeed, our focus would be to provide a different training materials for different user grouops. Material would be in the form of static documents or recorded sessions (video material made by CamStudio or Adobe Captivate). Trainee assessment would be rather limited to status and percentage of accomplished training units (for example 7 of 10 completed, thus 70%).
