One of our departments have created a bunch of user macros created over the last 7 years for their work. What will happen to those pages when we move everything to the cloud?
The user macros stop working, because they're not there on Cloud. You'll get a placeholder note saying "unknown macro" on view, and when you edit the page, you'll be able to see which macro is missing and all the content that was in there on the server page. By content, I mean any of your text/data that you've placed inside a macro - it won't lose that just because the macro has gone away.
How to make user macros work after migration

You either need to find apps that provide a macro of exactly the same name that accepts the same parameters, or remove the use of the user-macro.
