We have a 10000 Licensed tier, and it shows how many are currently signed up in
General Configuration > Administration > License Details
That is easy enough to understand, but in
General Configuration > Administration > System information
There is a category called "Local User", which has a much much higher number.
So far I cannot find what a local user is considered and why that number would be so much higher than the number of people Licensed. I am guessing that the only one that counts is the Licensed users as far as the limits go?
Can anyone shed some light on what a Local User is?

This would just be the number of users in your system. Often times, companies pull in a whole AD, but only license a select number of users. All the users are created are objects within the system, but only some are licensed and can log in. The Licensed number is what cannot exceed the license count. Does that make sense?

Ohhh, okay, that does make sense. We do have a lot of AD accounts that are not actual people, but more general use emails etc... so those don't need a License for Confluence. So that would explain the number difference. Thank you so much!

As @Kian Stack Mumo Systems mentioned, that number under System Information is just the total number of users that your user directories see. The number of licensed users depends on your Global Permissions settings and the total number of users in the groups that have permission to use Confluence.
