What is the restore folder in Confluence home directory for?

I see a restore folder holding some large .zip files in my confluence install directory.

Is confluence activity using these files? What consequences will I have if I delete these files?

They're backups, often generated by upgrades. You can remove them assuming you don't want to do any roll-backs.
