We are now transitioning to the new editor and are using the Layout function to replace what we did with panels before. With panels there was a border around the content when the page was published. Is there a way to recreate this border effect with the Layouts function?

Welcome to the community!
To the best of my knowledge, there's no 1:1 replacement. The Layouts do enable multi-column, but you cannot put a border around them.
What I often do is to use Layouts and the new info panel without an icon which can give a similar effect.
