I have a problem where a coworker can't edit the page even tough restrictions are set to open or with the person's name as specified editor. Is this some kind of bug?
Does someone know a solution?
She does not see the editing pen in the top right corner.

Please check if there is an restriction inherited from Parent page. Then add the user to parent page restriction access as well.

I think some more information is needed here.
Is the co-worker able to log in and if so can he/she create a new page?
If not then it might be a case of adding this co-worker to a group that gives application access to Confluence.
Are you using Jira as a user directory? If so then you might need to modify the global permissions there.
