Would like to set my tables to responsive > fixed width : but the responsive option is greyed out

Welcome to the Atlassian community!

You tagged you post as being applicable to the Confluence Cloud product, but I don't believe you are using the Cloud (SaaS) version of Confluence. Such products are accessed through URLs like this:

https://<something>.atlassian.net

That doesn't match the URL shown at the bottom of your image. Based on that URL you are accessing a self-hosted version of the product - Confluence Server or Confluence Data Center.

When you are not editing a page the version of Confluence should be displayed at the very bottom of the page. What version are you using?

Do you have the table embedded inside a macro or within the cell of another table? It looks like you might. Can you tell us in what exactly it is embedded?

The dotted line indicates the border of a Section (1).

The solid line indicates the border of something else (2). In my example below I have created Table 2 and then created another table within a cell in Table 2.

Notice that the Responsive option is disabled (3) when my cursor is positioned within that second table. I think that is the problem you are facing. You would need to pull that table out of the object in which it has been embedded, which could mean doing a significant reformatting of your page to get the same presentation using alternate methods.
