We do something similar with labels. We add labels to all our pages and then have a topics section that uses the labels list macro to display the labels in that space. I think this would get you really close to the page you shared. See the screenshot below.

If you click on the label it will display all the pages associated with it on the search. No way to have the pages displayed under the label.

I was looping back to this I see you can add all labels in the space. This collects the labels and creates a list. Is there way to collect the labels and display the page name?
