Welcome to the Community!!

Create a Trial License from my.atlassian.com and upload it into Confluence Server.

You need to copy the Server ID from the license page in your Server, or you can get it from logs when restarting the Server.

Are you sure this is Cloud? When are you getting this error and where are you seeing it?

reason：I forgot the admin password ，so  i  login to the  server and update the admin account  in mysql  , then  i restarted  mysql service and  confluence service。

after these action, i met the above start issue.

Why did you try that ?, in case if you had forgot the admin user access then there is a recovery mode to retrieve this back https://confluence.atlassian.com/doc/restore-passwords-to-recover-admin-user-rights-158390.html

what else the log says, may be more snippet of last logs with "ERROR" message can give better understanding of the issue.

Also did you try what @Pramodh M  has suggested ?

Please make sure your DB is up and running and you are able to connect to the DB
