Are you currently on a paid product? If yes you could reach out to your account rep and see if that is something that they will do for you. You could share your requirements in community and a community champion could provide some insights. You can also reach out to an Atlassian partner and pay for assistance.

who do i get in touch with regarding a reasonable confluence plan to be offered for an organisation's knowledge base that has multiple company knowledge bases in it? by knowledge base i mean policies and procedures of the organisation and its companies. the organisation is essentially an educational institution having schools in different geographic locations.

Confluence Free only comes with Community Support, which is why both @Brant Schroeder and me are volunteering and addressing your question :)
The thing is that you can build what you broadly described even on a Free Confluence but it requires to learn more.
Having said that, Atlassian offers academic license discount, so perhaps it would be good place to start

But to actually build a solution, you need to look elsewhere (Community, Solution partner).

Thanks alot for your quick responses Kristian and @Brant Schroeder . I'll go through the information on the link in detail.
The thing is i have started playing with 'creating a space' on Confluence and i was using the free plan. I find myself struggling with effectively checking and using features and felt some assistance is definitely required. Like you said, learning is essential for this.
In the longer run, we intend to buy the product for developing the Groups knowledgebases but before that we need answers to a few questions and clarifications.
E.g.
1. How do i make a main landing group space (the organisation's) which has multiple spaces within it in the form of tiles or buttons or something similar? Once I structure that, I can start with developing pages within the space.
2. As admin, it will be just 2 to 3 people running the show, while there may be 3 to 4 editors (including the admin). The viewership of the knowledge base will be big, including the corporate staff of the organisation as well as those in the branches. So which Confluence plan would suit us more? And how much would it cost us?
3. Is there a possibility of an online meet where we may discuss software features and details regarding a suitable plan for our organisation? If yes we can choose a time and day.

Building knowledge bases on Confluence is my favorite thing and I've become a kind of evangelist :)
