i created a wiki page a while back - i cannot remember if it is public or private, how can i check
Start with a look at the space permissions - they need to show "anonymous" access for any page in them to be public.
If you don't have anonymous there, the page is private, limited to those who have "use space". If you do have anonymous, then look at the restrictions on the page - if there are any, then they should say what they are (e.g. page view limited to X and/or page edit limited to Y)

may i ask another question -- if the page is restricted -- are the members automatically watchers? or do they need to sign up to be watchers? anywhere I can read about this information for more clarification

No, they'll need to "watch" the page. Watching is very different from "being able to see".
I'm not sure why anyone would want to automatically watch pages just because someone else can't see them.

That's complete nonsense. I'm a "member" of Wikipedia, but I'm not automatically watching all 5.7 million pages in there.
I think you should ignore the source of that Q&A, if they're that badly wrong on this subject, there is a very good chance that they are wrong on everything else they might tell you!
