Hi. My new user receives a "Not Permitted" error when they try to logon.  It states, "You are not permitted to perform this operation."  This user has never had a successful logon because this error persists even after I delete their user profile and start-over.  Any suggestions?

Have a look at that and see if it helps. If not, I'll need to know more about how your user management is set up, and what groups/permissions you have given the user.

Looking forward to hearing from you!
