I would like to create a page which only particular members can see and edit, but Only can I edit the page without setting the restriction.
I have a question about the requirement. Why are you trying to do restrictions without using restrictions? What is the actual problem you're trying to solve here, and why are you wanting to not use restrictions?

As @Prashant Sultania mentioned you can do that the way he demonstrates. However, keep in mind that in order to do that you have to have the Restrictions permissions. Do if you are not able to that, ask your space admin (if you are not that person) to grant you that specific permission.

Yes, you can restrict the confluence pages by adding the viewer and editor.
Go to the Confluence page, on the right side you will see the LOCK image, click on it. Then you will see the small restriction window (Screenshot below)
