Restricted Page Permissions for User as Individual Who is Also Member of Group

My suspicion is that if a user has been granted view/edit access to a restricted page but they are also a member of a group granted view access to the same page, Confluence will enforce the least privilege for that user as a member of the group instead. Workaround was to remove the group from the page temporarily to be able to get the Edit button but this is not a sustainable option for a page that needs frequent editing. Would like some confirmation this behavior is to be expected.

User actually updated me that after re-applying the same permissions, the Edit button worked again despite adding the view access group which the user is a member of. Looks like a glitch.
