Scheduled Page Publish - the time select render below everything?

When scheduling a piece of content to publish at a future time (either as Blog or Page)

the UI for the Time Selection is rendering below everything else, making it unusable (it's not a type-entry field, it has to be selected from the pull-down).

I've checked multiple sites in our org, with multiple browsers on each and have similar behaviour. 
Any idea what the heck is going on??

Looks like a bug.  I was able to duplicate.  As a workaround you can just type in the time that you want.

Thank you for confirming that it's not just on our sites!

I did try some more with it, and you can input the time, in 24-h format (eg 14:45 = 02:45 PM).

I understand that the time selection dropdown is not listed properly.

I tested this is our test site and I was not able to replicate the issue as referred in the screenshot below:
