Settings to notify watchers when a page is updated

Is there a way to set the "Notify watchers by email upon page update" option to be OFF by default?

Although, you can let your team know to use  the option to not notify watchers when publishing a page.

I understand that there is no way to set the "Notify watchers by email" checkbox to OFF by default.
I hope Atlassian will improve this functionality.
