As an administrator i cannot assign confluence tasks to one specific user on my team, I can choose pratically anyone else in my organization except @userwho is in the Devleoper Group as the others in the organization. I reviewed permissions and it seems the user has no different from others in the confluence project.
In tern, the user in question has full access to the confluence projects and is free to create and interact with content content and other users but he also cannot assign me confluence tasks or add me to watch.

If you file a support ticket at https://support.atlassian.com, we can sort that out for you. It will require a restart and about 20 minutes of downtime.

You have a user whom you can't assign tasks to. This is highly suspicious. Maybe the problem resides at the interface between the keyboard and the chair?
More seriously, at what level is it "impossible"? Can you use @ and find this user? Can you create the task on a Confluence page? Can the user see tasks assigned to him by other people?

If you can imagine we are 5 software engineers who has found all kinds of convoluted with jira/confluence/Bitbucket since adopting these, but this silly issue did us in finally for our first forum post. To answer your question, i'd suggest it's the more difficult side of impossible.
I have 9 users, all 9 users can freely assign tasks using "@ to find" to any of the team except the user "Paul" and "Luis" when they search. Paul, however, can assign tasks to everyone on the team, including himself, but he can't find Luis in "@ to find". Luis can assign tasks to everyone on the team, including himself, but he cannot get Paul on "@ to find".
I do suspect Rodrigo could be right about the index problem. Incidentally, when i go to "People Directory" in the admin part of Confluence there are 6 instances of my user account listed, 5 of Luis's accounts yet it counts a total of 9 unique users show but there is something like 20 icons with all the copies of the Paul and Luis. Everyone else seems to have one icon.
I tried to reindex Jira in my onDemand instance but i don't think those things are necessarily connected. Is there an OnDemand way to reindex Confuence?

This is odd. have this ever worked for this specific user or never worked? can you spot something in logs about this user such as some error related to the task and the username?
This sounds like some broken or corrupted index. try to shutdown confluence and rebuild indexes from scratch.
