I have already looked at the related link, but no dice, sadly. I specifically have tried deleting `confluence.cfg.xml` and resetting permissions on both folders multiple times, but it still gives me the error. Any help is appreciated. I can post the stack if requested, but I didn't to keep under the 20,000 character limit

I am not confident that I know the root cause of what is happening for your instance, since the URL is "/setup/setupdbtype.action" it sounds like a new install. None of my test instances have that file "jmxContext.xml"
Since your instance is looking for that file, one thing we could try is to download it from the bottom of this page: Unable to Start Confluence Due to JMX and place it in the <confluence-install>/confluence/WEB-INF/classes folder

It is a new install. Sorry for not mentioning that earlier. It was already there, but I re-downloaded it, and the same error happened. I then tried deleting it and restarting, and the same error.
