TOC macro only works in edit mode.

The 

Table of Contents(TOC) macro only works in edit mode.  It will not work in production pages across the wiki.  Problem started after the upgrade to the new Atlassian interface.

If the actual heading is within a macro, clicking that heading's TOC representation will do nothing.

Isn't that the case?

Appreciate the follow up. Apparently, its something to do with my laptop:
1 - Fails in both Edge and Chrome.
2 - The menu options do work in edit mode.
3 - In production mode, the url does append with the selection.
4 - The menu works in presenter mode.
