Table of Contents disappears after page load

Looks like there's a new bug in Confluence that causes the table of contents to show briefly when a page is loading then disappear. Happens on macOS 12.3.1 with Chrome Version 101.0.4951.54 and Safari Version 15.4.

Atlassian acknowledged and is working on fixing this. This is the bug report and it includes a workaround to help while they are fixing the problem.
