After upgrading to confluence7.13.0, I went to log in to confluence, but the error was reported, but no error was reported in the log file. I just came into contact with the secondary software. The application and error logs will report on login failures. If they are not logging the attempts and failures, then you've either turned off the logging, or the login request is never reaching Confluence.
Check all the files in <confluence home>/logs (start with atlassian-confluence.log, but you'll want to check most of the others - skip the sql and email ones, but all the rest might be catching something) and then <confluence install>/logs
