Trying to create a personal space but can't seem to find that "Add Personal Space" button.

Get to your profile by navigating to your avatar at the top right corner, then click on the "Profile" tab. Once there, you'll see a link that says "Add personal space" where the "Personal space" link is in the below screenshot:
If you don't have access to the link, check with your system administrator to make sure you or the user group you're apart of has the ability to create personal spaces.

Is personal spaces enabled? As a Confluence admin you can disable that feature under Admin > Global Permissions
