Hi John,
I understand you are creating a user in Confluence but getting a application permission error from Jira. From that error, I can see there is a Jira user directory defined in Confluence as described in Connecting to Crowd or Jira for User Management
There are a 3 possible causes of the error and some different strategies to resolve it in this article: Unable to connect to JIRA for authentication - Forbidden 403
