Unable to make new Smart Terms entries global

Although terms previously entered into our Smart Terms glossary are global, there is no option when entering a new term to make it global. 

We've reviewed the Smart Terms settings and all boxes related to globalizing terms appear to be appropriately selected.

I tried putting the answer here, but it keeps saying that "I have an invalid HTML".
