I have been using confluence pages for a year. I liked its feature where there lies a bluish underline under an acronym or jargon and upon hovering over that or clicking that a description appears. I am not seeing this feature lately. I can see the underline but no description upon clicking that word. Any idea how to fix this.

I believe this feature is tied to AI, did someone turn off AI for your site?
I checked a few sites and the jargons I saw with the blue underline all had descriptions, which tells me if it's a cloud bug it hasn't been rolled out to sites I checked. Doesn't rule out that you are lucky enough to see it before it hits me.
If you have AI enabled and it doesn't come back by waiting a day or so, you can submit a support ticket here:

Atlassian intelligence requires a premium or enterprise subscription. The administrator can manage settings through the Atlassian Administration page if you have that product tier.
If Atlassian Intelligence is enabled, when editing a page, you can type /ai to open a prompt window.
