Tools | Restrictions dialog is always empty.
This is on a 4.3.2 we have migrated from 2.8.
FYI: We have had many other problems on the way, many being/been dealt with by Josua Masikome.
There are no errors logged, other than (after a fresh startup), the previously reported and probably irrelevant:
WARN [TP-Processor19] [atlassian.plugin.webresource.DefaultResourceDependencyResolver] resolveDependencies Cannot find web resource module for: com.atlassian.jira.gadgets:common
This turned out to be due to a decorator left behind from some previous migration and/or customisation. It was fixed by doing "delete from DECORATOR" (there was only one row in the table).

The rogue decorator also meant that "View Source" and "View Storage Format" were displayed (unadorned) in the main window, not in a separate popup one as they should do.

That's weird, even knowing that the best approach in order to upgrade Confluence from old 2.8 to 4.3.2 would be upgrading to 3.5.x first. This is regarding many changes that are between those versions.
Anyway, it will probably requires to further investigate using your database structure and log files. So, perhaps you should raise a new support ticket for an advanced assistance.
