Can space admins create groups and add users to group? I am on Confluence 6.6. If yes, how?

Space admin cannot create groups and add users out of the box, you need to use a plugin called CSUM

No, that's up to system admins, or your external system if you're using an external user directory.

Er, it has not changed, space admins have never been able to add users or groups.

A space admin could go to Space Tools / Manage Users Groups, from there, they could create and then add users to that group. Perhaps this was an add-on?

Yep, certain. The "manage users" tab you click on is created by an add-on. It's impossible to say which one, there are a few that add things like that.

Yes, I can confirm this was never an OOTB feature. I believe that is the same plug-in we used but it was free on Confluence prior version 6.0.1
