User cannot use Restricitons in Space

Context: The user is in two Spaces, both of which he owns. In Space 1, he is both the Creator and Owner, allowing him to restrict sites without any issues. In Space 2, however, he is only an Owner and cannot restrict any pages. However, when he adds a page where he is the Creator, he can restrict that specific page.

In the Admin Panel, I checked the permissions. Users are added via a License Group, which normally does not allow restrictions for this group. Yet, in general, everyone can restrict pages—except in this specific Space, where it appears that restrictions are only possible if the user is the Creator of the site.

Any ideas on why this might be happening?

The Issue has been "resolved".. We found out if the User isnt the Creator of the Channel, he can only then restrict and so on... we looked at the permissions and found the culprits
