User notifications about new functions.

What is the best way in Confluence to notify users about changes / news in applications. For example, to introduce users to changes in Microsfot Teams. (https://techcommunity.microsoft.com/t5/microsoft-teams-blog/what-s-new-in-microsoft-teams-build-edition-2020/ba-p/1394224)

I don't think we've understood each other. I am looking for a solution that allowed me to write posts in Confluecne about the latest news in my company. After publishing the post, I would like each company to receive an email.
