Users Personal Space - Says an admin needs to restore it, but it doesn't exist?

I've got a user trying to create a personal space, however they have a message saying - 

Looking for your personal space? Ask your admin to restore it.

We cannot find this users personal space in the spaces list. They have not created one before, and therefore we don't have a backup of it.

How do we initialise a Personal Space for this user?
