Welcome to the community!

Please make sure you have the notify watchers box ticked when you publish your changes to a page.

It's at the bottom of the page when you are editing near the publish button.

If that's not the issue can you tell me if any emails are being sent at all in your instance?

Even I tried that still messages are not going after watcher set.

This what error I saw in log:-

getUserNamesWithConfluenceAccess Found USE permission with no associated username or group.
