I've seen conflicting reports regarding the availability of webhooks for Confluence cloud. I have a demo account looking into the possibility of integrating with ServiceNow. The documentation makes it sound as if it should be visible in the general configuration section but nothing appears even as a site admin.
Hi @Steve Slocum ,
You can have a look at our app Webhook Manager for Confluence Cloud. With it you can control and route webhooks to the required applications and services with ease and convenience.
Cheers,
Elena

Welcome to the community!
As far as I know you will have to use 3rd party plugin to accomplish any sort of integration between the 2 systems. Here is an interesting thread: https://community.atlassian.com/t5/Confluence-questions/ServiceNow-gt-Confluence-Integration/qaq-p/1377036
