What are all the steps you will implement when your confluence is down/slow?

I am unable to identify how to refresh the Confluence page, when Confluence is down or slow.

Can you please elaborate little bit more? Because if Confluence is down you won't be able to refresh the page but if it is slow it is a different story. There are so many things to check so that the admin can locate the issue behind the slowness
