What is the Labels Management tab used for?

I'm trying to figure out what each parameter on the Space Tools > Content Tools > Labels Management tab represent?

Hello,

That menu is part of Labels Cage plug-in.

I believe it is designed to restrict a list of labels and allows you to rename similar labels across the site. You can visit Developer Page for full list of features and how these are used.
