I'm looking to build deployment scripts for a confluence site so I can replicate the production environment in staging and development. What are the best practices here? Do I just need to worry abou the database or are there other files that change?

In a nutshell, to migrate your Confluence you should copy the database data and the home directory. That is it, so if you intend to create a script just focus on copying those two.
Not to forget implementing a developer license for your staging environment.
