Actually, theming is already available for Confluence Cloud (although there aren't any plugins available that use it yet). See this presentation from the most recent Atlassian Summit (a few days ago, 18 minutes in):

RefinedTheme is supposed to enter public beta in a few weeks, and Brikit Theme Press will be likely not far behind.

Probably never - Atlassian are trying to reduce the number of "type 2" add-ons, not increase them, and themes can only be done as type-2 add-ons.
