I see on confluence a whole bunch of templates available, such as project plans, pre- and post-mortems etc. Our company has developed templates that are in the same vein, but a little different, perhaps complementary to the existing Confluence Suite. Is there someone in the business to talk to about our templates and whether they might be a good fit? How would I start that conversation and who with?

you could create an app and deploy in the Marketplace. There are a few vendors offering templates already. Atlassian provides the templates you see by default. Here is a link to explain the process of developing and app. start-building-with-atlassian

Sadly, ONLY admins can create and manage templates. There are no granular permissions for templates. It has been requested multiple times.

IMO, this is reasonable to manage clutter that is inevitable in documentation systems. If it were implemented I would hope it would be a per user or group feature vs. Wild West approach.
