Why can I not find certain team members when I search for them on the "People" tab of Confluence?

I am trying to create a team calendar and when I go to search for certain known team members they cannot be found as an option for the "Who" for the events. So, I went to the "People" tab on Confluence and they are not there either.

Are these team members that have permissions to log into Confluence?

The people tab only allows you to search through active Confluence users.
