Why can't I style the headings in Confluence even though I have admin rights?

I am an admin on Confluence Cloud for my company.

I made a template for everyone to use but I can't change the styling of the headings.

After searching on the web I saw that you needed to be system admin en that this right was only for the servicedesk of Atlassian.

Why is that? And is there a work around so that I can adapt the styling?

Today I stumbled upon the same problem. We want to change styling of headings, however it is not possible in out-of-the-box solution. Being system admin doesn´t give you any option to customize styling on Confluence Cloud.
