Why do I not see the Sidebar, Header and Footer option.

This question is in reference to Atlassian Documentation: Configure the Sidebar

Why do I not see the Sidebar, Header and Footer option.  Is that due to my access or my companies setup of Confluence, or something else?

The feature you ask for comes with version 5.9.

I am not the admin - just trying to figure this out myself.

I really wanted sticky headers in a table... which led me to change my space layout to the "Global Look and Feel" theme from the "Documentation Theme" theme.  

That made me lose my space specific search which I really needed so now I am trying to add it back by adding the search to the sidebar.
