Why do some of my pages have a pageId as a URL

Most of my pages have a URL like this:

http://host/display/Spacename/My+Title

A handful look like this:

http://host/pages/viewpage.action?pageId=7381

Why do those few pages have the viewpage URL?

Usually that is because the title contains a character that can't be in a URL.
