I recently discovered that in order to add pictures to comments on blogposts, a user needs the permission to create blogposts for that space.
We have one space for company-wide announcements and in that space specific users are allowed to add new blogposts. All other users can comment, but should not be able to create their own blogposts in that space.
However, if users do not have the permission to create new blogposts, they also cannot add files or images to their comments. The permission to add attachments is enabled for all users.
Why is the permission to create blogs connected to the ability to add images to a comment on a blog? Is there any way to change this?

What's the expected behavior with blogs and permissions?
I had always assumed that blog posts were editable just by the author (as a default mask).
The new permissions dialog only lets me save my blogs as "view and edit" to everyone in a space... which both reveals my (possible) mistaken ignorance, and also doesn't seem like the right approach.
