We create tasks in Confluence (not JIRA, in this case) for users using a checkbox, their @ name and a date. Each user can see their own tasks from their profile menu and close them when completed.
When a user leaves the business, their outstanding tasks can go unnoticed. After a while their profile is removed and their tasks become hidden from view. It's no longer possible to get a list of tasks assigned to them.
How is it possible to get a list of incomplete tasks assigned to leavers? And then to re-assign them so they can be actioned?

You can use the Task Report Macro prior to deleting the user to get an idea of their current tasks. Then you will be able to reassign those tasks to your current user.
Another alternative is to obtain the tasks directly from the database. They will be in the table called "AO_BAF3AA_AOINLINE_TASK".
Reassigning the tasks will need to happen manually on your end.

When a user leaves the business their account is made inactive (not removed as I said above). To fix the current issue, leavers' accounts will be re-activated in order for their outstanding tasks to be re-assigned, and thereafter de-activated again.
For the future, it would be helpful to know when someone intends to leave so that they can be encouraged to close out their remaining tasks. Sometimes this is publicised and sometimes not. For any tasks that are left, re-assignment ideally needs to happen within a week or so of departure; often there is no resource available at the time but it's good to know there's a fallback position.

Hopefully, you won't have to run into that case too often. It wouldn't hurt if you also wanted to raise a feature request at jira.atlassian.com to be able to re-assign tasks for an inactive user. I tried to see if there was something already, but I wasn't able to find anything.

I came across your question since our customers tackle your case with Talk Advanced Inline Comments for Confluence. The app has features that help treat inline comments as tasks. Through mentions they bring users to the conversations, then they use the Talk Priority feature to highlight the importance of the task, and then build Talk Report to show who is mentioned (means responsible) in this task.
