autonumbering and substeps Confluence Cloud

Hi,

I have several substeps under each of my numbered steps.

Sometimes I get this:

1.   
       a.
      b.

2.

and sometimes:

1. 
       1.
     2.

2.

Worse still:

1.
      a.
      2.

2.

I am using the indent button. (Tab does not work.)
What can I do to fix this?
