can a create circles/groups in confluence to effectively manage contact names and their duties ?

I am looking to create a page which displays our contacts and their duties in case of series of events. Am i able to create groups/circles so the contacts with similar duties can be grouped together.

I can think of a couple of simple ways of doing this:

1. If these contacts are Confluence users, try the User List Macro - although it has limited display options
2. Use the Page Properties and Page Properties Report macros - create a page per content and group them using a labels, then generate a list with the report macro
