But, I don't have a base URl field to change. I set up my Confluence with the wrong base URL and just want to change it.
I am afraid you cannot do that in Cloud, what you are reading is for server only. You could create a new Cloud instance with your desired URL and export your existing spaces and import into your new instance then ditch the old instance.
