confluence 4.3 page editor not working. tool bar doesnt work?

confluence admin or user cant edit pages tool bars unresponsive in any browser. What am i doing wrong?

Another possible cause would be corrupted plugin cache which could be solve by the following steps mentioned on our knowledge base article:
