confluence xml space import fails with "XML documents must start and end within the same entity"

As my title states. 

Im trying to import a space export of production into a test environment and I keep seeing this error: 

Import failed. Check your server logs for more information. com.atlassian.confluence.importexport.ImportExportException: Unable to complete import: XML document structures must start and end within the same entity.

The issue was I was using an incomplete export.
