how do we get this app added to our confluence?
Only one person seems to have this app(they didn't add it from anywhere) and I have checked with a few others in our company but no one has it or can search/add it.

Welcome to the community.
Whiteboard is a default ootb function in Confluence.
It should be enabled for all, if not check: Confluence->Configuration->New Features-> Enable Whiteboards

I did check there and I see these already enabled. But that option still does not show up.
